Europe landed a probe on Titan and set another down on a comet, among the hardest and furthest things anyone has done in the solar system, and yet for fifty years it has never once launched its own astronauts. It runs the Earth-observation and navigation backbone the continent lives on, but it recently spent a stretch unable to launch much at all: Ariane 5 retired, Ariane 6 arrived years late, and the Russian Soyuz vanished after 2022, which left Europe paying SpaceX to loft its own Galileo satellites - independence on paper that ran on a Falcon 9 in practice. The repair is under way now that Ariane 6 is flying, and in ESA's fiftieth year the member states met at Bremen in late 2025 and signed off the largest budget in the agency's history, with a mandate to treat space as sovereignty and not only science. The competence was never in doubt; whether Europe finally builds a way to fly its own people is the question that is.
On a January morning in 2005, a European probe called Huygens parachuted through an orange methane haze and set down on Titan, a moon of Saturn, almost a billion miles from the people who built it. It is still the only landing anyone has made in the outer solar system. Nine years later another European craft, Rosetta, ran down a comet moving at tens of thousands of kilometres an hour, slipped into orbit around a lump of ice and rock a few kilometres across, and dropped a lander onto the surface. Nobody had ever touched a comet before.
That is what the European Space Agency is quietly brilliant at: the far-away, difficult, once-only things. It is also, for most of its fifty years, the agency that could not launch its own astronauts, and for one recent stretch could barely launch anything at all.
ESA was assembled in 1975 out of two earlier European space bodies, on a plain premise: no single European country could do this alone, and together they might not have to depend on anyone else. The proof was Ariane. The first one flew from the jungle spaceport at Kourou in 1979, and by the 1990s Arianespace was putting more of the world's commercial satellites into orbit than anyone alive. Ariane 5 introduced itself in 1996 by blowing up forty seconds after liftoff - a software bug, a number too large for the memory holding it - then spent the next twenty-seven years as one of the most dependable rockets ever flown, and bowed out in 2021 by placing the James Webb Space Telescope on course so cleanly it added years to the telescope's working life.
Europe built the Columbus laboratory bolted onto the ISS and the ATV freighters that kept the station fed and boosted. What it never built was a way to fly the crew. A spaceplane called Hermes was meant to do precisely that, and was cancelled in the early 1990s. European astronauts have always gone up on somebody else's rocket, Russian and then American.
The science is where Europe leads rather than follows. Giotto flew into the dust of Halley's Comet in 1986. Mars Express has been circling Mars since 2003. Gaia charted more than a billion stars before it was switched off in 2025. Right now BepiColombo is closing on Mercury, JUICE is coasting out toward Jupiter's icy moons, Euclid is mapping the dark and largely invisible 95 percent of the universe, and Hera is en route to survey the asteroid NASA punched in 2022. None of it makes the noise a crew launch makes, and all of it is harder.
Two European systems run quietly underneath everyone's day: Copernicus, the Earth-observation fleet that tracks the climate and the coastlines, and Galileo, the satellite-navigation network that means Europe does not have to take its position in the world from the American military's GPS.
Which is what made the last few years sting. Ariane 5 retired in 2023. Ariane 6 ran years late and did not fly until July 2024. The Soyuz rockets Europe had been launching out of Kourou disappeared in 2022 when Russia walked out over Ukraine. For a window, the continent that prizes independent access to space had almost none of it, and ended up paying SpaceX to launch its own Galileo navigation satellites, because the European rocket was not ready and the Russian one was gone - independence on paper, a Falcon 9 in practice.
The repair is now properly under way. Ariane 6 is flying, the heavy four-booster version added at the start of 2026, with more than thirty launches on the manifest - eighteen of them for Amazon's satellite-internet constellation, a European rocket earning its rent by lofting an American billionaire's network. Vega-C is back after its own failure. And in November 2025, in ESA's fiftieth year, the member states met in Bremen and signed off the largest budget in the agency's history: 22.3 billion euros, about a third more than before, with a fresh mandate to treat space as a question of security and sovereignty and not only science. Aschbacher, the director general, said he could not quite believe ministers had handed him almost everything he asked for, and he has since floated roughly doubling Ariane 6's launch rate.
On the board sit a reusable mini-shuttle called Space Rider, hop tests of a reusable booster, a robotic lunar lander, and a programme to bankroll a field of European launch startups rather than one national champion. Further out is a flagship mission to go hunting for life in the geysers of Saturn's moon Enceladus. And, for the first time in thirty years, there is a serious argument about whether Europe should finally be able to launch its own people instead of booking a seat.
This is an agency that can land on a comet, only now deciding it ought to be able to reach low orbit with a crew of its own. The competence was never in doubt. Whether Europe has the nerve to pay for the rest of it is the open question.
